The Odisha Subhadra Yojana aims to provide financial assistance to women, raise awareness about their rights, improve their health and education, promote independence, encourage business opportunities, teach digital financial skills, and support their overall personal and professional development.

- Provide income support to eligible women and promote their role in society.
- Improve health, nutrition, and education for women and their families.
- Encourage financial independence and digital payments while supporting personal and professional development through better decision-making skills.
Benefits of Subhadra Yojana
- Each beneficiary will receive a Subhadra card (ATM-cum-debit card) for authorization.
- Eligible women will get ₹50,000 (₹10,000 per year) over 5 years if they meet the annual conditions.
- The payment will be made in two ₹5,000 instalments every year.
- The first instalment will be given on Rakhi Purnima and the second on International Women’s Day.
- The amount will be transferred directly to the woman’s Aadhaar-linked bank account through DBT.
- To promote digital transactions, the top 100 women making the highest number of digital payments in each village/town will receive an additional ₹500.
Eligibility Criteria
- The applicant must be a resident of Odisha.
- They should be under NFSA or SFSS or their family income should be less than ₹2.5 lakh.
- The woman should be between 21-60 years of age as per her Aadhaar card. For 2024-25, she should be born between July 2, 1964 and July 1, 2003.
- Women who will turn 21 after July 1, 2024, or turn 60 after that date will receive benefits only for the remaining eligible years.
Criteria for exclusion
- Women receiving ₹1,500 or more per month (or ₹18,000 or more per year) in financial assistance from any state or central scheme are not eligible.
- Women or their family members are also excluded if:
- They are a current/former MP or MLA.
- They pay income tax.
- They are an elected representative (excluding ward members/councillors) in local urban bodies or panchayati raj institutions.
- They are employed by the government (state, central or public sector) or receive a pension. ASHA or Anganwadi workers are eligible if they meet other criteria.
- They have a 4-wheel drive (excluding certain small commercial vehicles).
- Families having more than 5 acres of irrigated land or more than 10 acres of non-irrigated land are also not included.
Note – The definition of “family” follows the guidelines of NFSA or SFSS.

Identification of beneficiaries
- Eligible women must apply to benefit from the scheme.
- Applications can be submitted offline using printed forms or online through the Subhadra portal.
- Free printed forms are available at Anganwadi centres, block offices, Mo Seba centres and Community Service Centres.
- The form must be submitted at the nearest Mo Seba Centre or Community Service Centre.
- If there are discrepancies between the form and Aadhaar, the Aadhaar details will prevail.
- The application will be verified against public databases and field checks may be required.
- Applicants must self-certify their eligibility and complete e-KYC through facial authentication using the Subhadra mobile app.
- Beneficiaries can opt out of Subhadra, allowing other women in Odisha to benefit.
Eligibility to receive benefits under Subhadra
- Eligible women must:
- Have an Aadhaar card or number in their name.
- Link their mobile number to their Aadhaar.
- Maintain a single owner bank account that is Aadhaar enabled and DBT enabled.
- If they do not have an Aadhaar number or have incorrect information, they must enroll or correct the information.
- If they do not have an eligible bank account, they can:
- Open one.
- Link it to Aadhaar and activate it for DBT.
- Complete the e-KYC process.
- In 2024-25, all beneficiaries will receive Rs 10,000 from the scheme launch date, regardless of the approval date.
Responsibilities of applicants/beneficiaries
- Applicants must open a sole proprietor bank account, activate it for Aadhaar payments and DBT and complete the e-KYC process.
- They must provide accurate information; ineligibility may result in loss of benefits and prosecution for fraud.
- If a beneficiary dies, their assistance stops and unpaid benefits cannot be applied for.
- If recipients have been excluded they can choose to opt out, for example by getting a public job or improving their financial situation.
- They are encouraged to make more online transactions to earn additional incentives.
- By applying, they consent to the use of their personal data for monitoring and evaluation.
- Beneficiaries must repay any overpayments immediately upon notification.
Subhadra Yojana Application Process
Offline –
- The forms are available at Anganwadi centres, blocks, Mo Seba centres and Common Service Centres.
Online –
- Women who wish to apply for Subhadra can submit their filled application forms at Common Service Centres or Mo Seba centres.
